About the SOP Backbone Committee

The SOP Backbone Committee was established in 2013 with the goals of 1) moving SOP from a grassroots practice to a standardized practice and 2) providing resources statewide in support of implementation, training, coaching, fidelity and evaluation. The membership of the committee includes CDSS, Casey Family Programs, representatives from California's regional training academies, CalSWEC, and county representatives from each region.

The committee has established a clear vision for SOP statewide, including: qualification guidelines for instructors and coaches; a key elements document clarifying what components make up SOP; training curricula; and tools and strategies for fidelity and evaluation. The committee serves as a clearinghouse for materials, resources, and ideas to support the depth and rigor of SOP statewide. It is committed to a collaborative approach to developing and equipping the workforce at all levels to implement and support SOP throughout the agency for better outcomes for children and families.
